What is RC RAIL and what does it stand for?
RC RAIL stands for Rural Communities Rising Above the Influence in Linn and it is a coalition funded by a Federal Drug Free Community Grant. The project works to reduce the use of substances among youth in rural Linn county. It is based at Mount Vernon Community School District because of a previous grant, but works closely with the other schools and communities involved in the DFC Grant.

What does the coalition do?
RC RAIL works together in Linn County's rural communities, Mount Vernon, Lisbon and Central City, to prevent the use of alcohol, tobacco, marijuana, and prescription drugs among youth. This is done through policy changes, education, collaboration, and implementing enviromental stategies.
Who should be involved?
EVERYONE! Our coalition welcomes representation from a variety of sectors: Youth, Parents, Law Enforcement, Schools, Businesses, Media, Youth-Serving Organizations, Religious & Fraternal Organizations, Civic & Volunteer Groups, Healthcare Professionals, State & Local agencies, and any organization or individual wanting to reduce substance abuse among youth. ALL are welcome!
Where does the coalition meet and what can I do to get involved?
The coalition meets on the 4th Thursday of every month at 11:30 am at the Microtel Inn & Suites in Marion. Members can also be involved in various activities the coalition sponsors, as well as write letters to the editor, advocate drug free policies in their own community, or simply keep up to date on drug trends that are ever changing!
What is the Drug Free Community Grant?
The Drug Free Communities Support Program is a collaborative effort between the Office of National Drug Control Policy (ONDCP) and the Substance Abuse and Mental Health Services Administration (SAMHSA). According to the Drug Free Communities Act of 1997, the purpose of DFC funding is to address two major goals: 1. Establish and strengthen collaboration among communities, public and private non-profit agencies, and Federal, State, and local governments to support the efforts of community coalitions and 2. Reduce substance abuse among youth and, over time, among adults. This anti-drug program provides grants of up to $125,000 to community coalitions that mobilize their communities to prevent youth drug use.
The Drug Free Communities Support Program enables awarded coalitions to strengthen their coordination and prevention efforts, encourage citizen participation in substance abuse reduction efforts, and disseminate information about effective programs.
How long does the funding last?
RC RAIL coalition will have funding from October 1, 2015 through September 29, 2020.
What towns are involved in RC RAIL?
There are ten rural Linn County towns collaborating in the coalition: Central City, Mount Vernon, and Lisbon.
